[lxc] configuring kernel parameters container fails

It would be expected that lxc.sysctl.[kernel parameters name]
(https://linuxcontainers.org/lxc/manpages/man5/lxc.container.conf.5.html) to work.
For instance add lxc.sysctl.net.ipv4.tcp_window_scaling = 1
to the container config and booting a privileged container (in this instance ubuntu disco) and fails
