Add support for ATSC tuners

In Turris OS 3.10.8, there are kernel modules available for DVB-T devices. This is great for European customers. However, since Turris Omnia can be used in USA, support for ATSC is missing. ATSC is a TV standard used there.

It would be great to provide a package with ATSC drivers that users could install, similarly like they can install the DVB-T ones. The good news is that these drivers work with Raspberry Pi (which is also an ARM architecture).

Now, I understand that the main focus of the router is to provide networking capabilities and support for TV tuners is most likely a marginal thing. However the package repository already contains tvheadend, w_scan, and all the DVB-T drivers. So this would just fill the existing gap. I have not seen the request for ATSC, mostly people were trying to make their DVB-T cards working.
