run.sh: add support for DECKARDFLAGS environment variable

It is Deckard-specific equivalent of MAKEFLAGS, which is very handy for
default flags like e.g. parallel execution.

Use DECKARDFLAGS="-n $(nproc)" to run as many tasks as you have cores.
